If you have Pets but not Nightlife you won't get cars. You just get to pick where you want to go from the menu that comes up, and you get taken to another screen where you wait for it to load. You don't get to choose where you steer your car. It's for the same reason why you can't follow your Sims to work -- do you want to steer the car, or do you want to go Downtown? Or have pets? Or have seasons, perhaps? Maybe, though, in the Sims 3...who knows?
