No. They do missions.
Currently there are 9844 quests in the quest database, but this includes daily quests and both Horde and Alliance quests. Alliance has 2521 quests, Horde has 2493 quests. 2674 quests are available to both factions. This tally does not keep into account class-specific quests or quests that have been made unavailable to players but are technically still in the game.

Defeating Mehrunes Dagon will close the Oblivion Gates, but you could still visit Oblivion afterwards if you do Peryite's daedric quest.
If you love scary rides then you will love Oblivion. If you like roller coasters and rides you should still go on it.
Arena battles are to the death, you can't surrender. If you've managed to quicksave while in the arena against a far more powerful foe, either turn the difficulty down to easy, or remove your arena raiment - you will be disqualified, but you can still resume the arena quests.
Buy a better game than oblivion...
Try exiting and starting again. Sometimes the quest icons just dissappear, but you can still complete the quests (if you remember what they were).
