Yes, you can. The Jarl will be in different locations depending on who you sided with, but the Whispering Door quest can still be started.
The daedric artifact, 'Ebony Mail' will NOT give you a matching set bonus at all. It does count as ebony for the purposes of improvement bonuses from the Ebony perk on the Smithing tree. But it does not count towards the Matching Set perk, even if the other items you are wearing are ebony.

I would suggest the 'Wispering Door', Talk to the lady in the Banered Mare ask if she has heard any rumors, she will tell you that the Jarl has been having trouble with his children, this should start the quest. (Note: This quest is unable to be completed if you have taken over Whiterun with either army or if Odahviing still being held captive.) Speak to the Jarl he will inform you of his son, and the son will inform you of the wispering door. If you just follow the quest guidelines you will finally recieve a daedric ebony blade that grows stronger when you murder someone that trusts you. It's worth the effort to get it. Hope I helped cya.

if the blade is still able to spin around alright than you have to take the blade off and then attach what was spinning the blade and attach it to the tire somehow so that it spins the bike tire instead of the blade.

First, check to make sure the blade is not missing teeth or worn out. If so, replace it. Second, if the blade is still good but not cutting it means it is glazed over. Run the blade through an abrasive material (i.e. asphalt, masonry block, sandstone or dressing stick); this will expose the diamonds underneath. If the blade glazes over again during use, the bond of the blade is too hard for the material being cut. Simply dress the blade again by passing the blade through the abrasive material to expose more diamonds.
