yeah you can, or at least you should. I've died on sims games before and have still been able to play as a ghost, but you can't talk only haunt but i thnk if you can get them to talk to you i guess you can, and on sims 3 I've met some ghosts, so yeah
You can also now create ghosts in create a sim with the new expansion pack, Supernatural. You can also resurrect sims using the opportunity or the genie wish.

To play with sims you've downloaded from the sims 2 website you simply enter Create-a-sim and click the tab where maxis created saved sims are. Then simply click the next arrow and find the sim(s) you've downloaded. Then click on the sim. The random sim should disappear and show the downloaded sim. If you don't find the sim you want in the folder, make sure your random sim is the same gender as the downloaded one. I'm pretty sure that the folder icon is six little people.
