You can eat baked potatoes that have been left overnight in the fridge. To be honest, I don't think there is anything wrong with eating the baked potatoes not kept in the fridge as long as it hasn't been 24 hours, but you should keep in mind that the food safety zone is food that has been kept between 40 degrees Fahrenheit to 240 degrees within 2 hours...so I guess it's to your discretion.

No. Keeping the foil on can seal in bacteria that could lead to Botulism. I'm not an expert so look this up, but I'm pretty sure it's not a good idea.
