This is a multi-faceted question, and I will try to answer all posibilities'. First,I would say no.Water shold be kept in a cool dark,place. Even if you start with sterilised containers with sterile water, most plastic is permeable to some extent. Many bacteria can grow from one, given enough time and heat. We keep filtered water in glass bottles in the hall closet.Basement would be better if you have one. We use this water and refresh the supply on a rotating basis. Just label the bottles, and put a rotation schedule up so you always have fresh .clean water available for you and the family. Rotate your canned goods in the same fashion. Use anything nearing expiration dates and replace new items at the back, always bringing the older items forward. Under kitchen sink or food or water in bathroom, that's a big no-no. Too many chances of spoilage and cross-contamination. And that water in the garage, don't waste it. Water the plants, wash the car, canbe kept for emergency small grassfires etc, but NOT for human or animal consumption. Good on you for planning ahead, but lrt's do it safely. Hope I helped
