You probably could, but unless you sustained provable damage it's not a great idea, and the physician could hire a lawyer that would bury you under paperwork and strain you financially. You're better bet is to file a formal complaint with the state licensing board and the American Medical Association, if he's a member. The complaints are taken seriously and often censure or disciplinary action is taken.
