The district attorney is the chief prosecutor-- he or she will be in charge of handling the court case and trying to convict the person who has been arrested and charged with the crime.

yes, technically they are peace officers. but they usually don't because they have there own investigators anyway. and they work hand and hand with local law enforcement and federal agencies as well. they can, but they usually never would.
