You can sue most anyone for anything. But, in general, the case will only be permitted to go forward if you can show damage to yourself (physical, psychological, monetary, or reputation) or to someone for whom you have responsibility, such as a minor child.
Since the brother-in-law's story is not causing undue stress, what damage is it creating. Isn't it better just to ignore and move on? That would likely be less stressful to your family in the long run. You might want to talk to your wife about cutting the brother-in-law out of your lives unless and until he stops messing with your family.
