Well it depends on if it is for recreation or competition and of course the kind of sickness.
For recreation I would say you can( if you feel well enough) but just take it easy.
For competition, I personally have done my swimming practices for the past three days "half sick". Two days I just had a sore throat and the third i had a cold. My practices are two and a half hours and we do an average of 6500 yards. I took them easier than normal and I was fine. Anything more severe than a cold, though, I would say no (such as a fever).
they are stressed or sick
A very sick one. All fish are able to swim. Otherwise, It would not be one!
say I HAVE ACNE AND I CANNOT GO TO THE SWIM PARTY.... or just say "I'm sick."

If the slaves were sick, they would usually be thrown offboard and left to swim. This is because no-one would want to buy the sick slaves.
because the fish may be sick and does not have the sternth to swim.
sick fish loose their color they swim less they hide they stay at the corner they stay at the top or bottom of the tank
You might, but probably not.
No. That would be unhealthy and disgusting. You will most likely get sick, or get stuck on something and drown.
