If going on a commercial flight, you must contact the airline and get assurance (in writing if possible) that you can take and put the glue in the plane's hold. I doubt if it would be allowed as hand luggage, going with you inside the plane. Due to terrorist threats, you may not be allowed either way. You may need to send as freight by an official carrier. Do not try to get away by trying to hide the glue in your luggage. If caught you may have to pay a fine - so check first and follow the rules.
