Sure. You can take a digital photo and use some free online service to crop the photo in perfect dimensions. However you need to take a well exposed photo without shadows etc. Or, you can take a digital photo at home, provide it to an online passport photo service like OnlinePassport Photos (see related link) and they will fix all issues with your photo and provide you with a 100% compliant set of passport or visa photos.
I made passport photos myself first time and also got them at my local Costco. However my home made photos were much better and I used them without any issues. I have heard good reviews about the online service in the related link, too.

∙ 10y agoYes, you can make your own passport photos. First make sure the size of the photos for your conuntry. Different countries have different sized passport photos. Use the related link for sizes.
Most countries publish specs for passport photos and do not require who takes or prints your photo. Canada requires the photographer to stamp on the back and identify the person.
You can take a photo with a digital camera and crop it with Photoshop or Picasa. Printing can be tricky so you can put multiple passport photos on a 4x6 inch print format and get printed.
