Not for long periods no. Your chinchilla should only be kept in heated out buildings, if not then only if it's summer and you want your chins briefly outside, if so give your chins lots of cooling granite tiles in the cage and ice packs near the cage.
It is best never to keep a chinchilla outside as the weather could give it a shock and cause stress leading to illness and it is a prey animal(!), if you do want your chinchilla outside of the house you could get a properly build outbuilding with: Heating, lighting and opening windows for when it gets hot. But all of this is far, far to expensive! It is best just buying your cage and putting it in a room with (obviously heating and air con) and a noticeable different between light and dark, but not directly in front of a window! If your chinchilla is getting hot inside your house: open a window a little bit, make sure you have chinchilla granite cooling tile/s in the cage and if it is very hot put a couple of packs of frozen peas or ice cubes under the cage, (if you have a storage shelf under your cage put it there) and provide him/her/them with a nice cool bottle of fresh water.
All in all, don't bring your chin/s outside.

Chihuahua's are INSIDE dogs. If left outside chi's can be attacked by bigger dogs and Birds of Prey. Chi's also need a certain amount of heat...and chi's also love to be close to their humans.
I have a chinchilla and I let it run outside (with me watching it) when I get free time and when weather is permitting. As long as you are willing to watch it and run around with it to ensure that it won't get into anything it shouldn't you can definitely let it outside. I let mine out for about an hour. I would advise that you let your chin outside when it is between 65 and 70 degrees. I also let mine out into an area that it pretty open, not something with a lot of shrubbery or a busy road because they will run into both.
SO to make a long story short you can let your chinchilla out as long as the weather is good for them and as long as you watch them closely! Have fun!
chinchillas should not be taken outside. they may get away and if they do, they are not an animal that will come back and they can not survive outside. also, if there are ever any chemicals on the ground they can ingest them and become ill or die.
to take your pet outside you have to click on your pet and click on the option 'take outside'

To take your creature out in Fantage you click your creature and on the left hand side it will say take your pet for a walk , if you click that you will receive your pet to walk with , If you go into stores that are NOT in the pet area , Your pet will disapear until you leave the store. You go to your barn and click the green shade and click the pet you would like to take outside, and it will say "Bring Outside" or "Add to Home" and you press "Bring Outside" and your pet will be next to you and then where ever you go your pet will be will you! Warning: 1. It may take up to 10 seconds for your pet to load next to you. 2. You can't take pebbles outside.
A chinchilla may relate as a pet if you have him from birth. But remember they are wild creatures.
