I think this is an older question. Govt Engineering College got autonomous status years back in 90's. Now it has become NIT Raipur. I am not sure what is the meaning of autonomous status.
Please note that NIT are institute of national importance and far better than IIT. It is governed through powerful NIT act. Our parliament is not bakra where they will take out institutes of INI calibre and ciovert this or that. It is unfortunate thing that government colege is coverted to NIT as greenfield NIT is time consuming as we have plenty of money. Raipur to come NIT standarad will take time first. There is no connection between NIT and IIT and Indian government wanted to build excellent academic pyramid within two years and addressed in 11th plan. There will be many better or equal one like NIT's and IIT's within short time. as such tere is no plan of converting NIT into IITs and there is no NIt in Raipur for your information yes six new IITs has come at Punjab, Orissa, Rajasthan, Indore, Hyderabad and Patna for more information visit the site given below
Ya it is quite good, having been established in 1984, it belongs to the few colleges which fall under the category of 25+ year old colleges for architecture.
I dont think it is among the Top-5. There are about 20 NIT's and the top 5 I would consider are Trichy, Surathkal, Warangal, Calicut and Bhopal. The rest of them caanot be exactly ranked. But some NIT's like Nagpur, Surat, Jaipur, Jamshedpur will come in the II rank The third group will be from jalandhar, Sringar, Hamirpur, Durgapur, Rorkela, Allahabad, BIT-Mesra, Kurukshetra, I would prefer to avoid allahabad, Patna, Raipur and Silchar But the difference between II ranking and III ranking is very minute. The answer is: It is not on the Top 5. But can be in the Top-10.
nit trichy is the good one , to my knowledge.. if opting for M.tech In CSE.. nit calicut, nit hamirpur and nit surathkal are also good

both IIT and NIT are equally good..but IIT are ahead in placement
Yes NIT Jalandhar is a good college and you should prefer civil engineering in NIT rather than biotech in Thapar
