Yes, you can.
You can do this with call barring, it is built into your phone.
Settings > Additional Settings > Call Barring
you can only bar a specific number from calling your cellphone IF your cellphone has an option to block it. look at your setting if it is available. if there is none, then there is no way for you to do that unless you need to make a request from your carrier to do that and might need a monthly charge, i guess, depending on your carrier

This call blocking/screening set up is may be customized according to your call blocking preference. You need to talk to your phone service provider.
