Yes. Just make sure that the installation uses materials that were meant for exterior applications. If there is any possibility of water getting on it then you will have to factor in drainage and deflection. Also make sure you seal it with a good exterior tile sealant so the sun and weather don't take to much toll on the product. If you have the money in your budget get real stone. Slate is relatively cheat and looks great but there are tons of different varieties to choose from. Stone will hold up better and age better than a ceramic or porcelain tile. Also if it is a small space use small tiles or try a design. Large patios etc. use large tiles with inserts at doors or transitions for dramatic effect.
Exterior grade plywood is not waterproof and is not meant to be used as a base for tile in exterior applications. Exterior tile needs to have a cementious type base which will not swell or deteriorate when wet.
Thinset mortar. There's a special one for porcelain tile; any thinset will work for regular ceramic tile.
