Transferring a pokemon to another save file is easy but will require another 3ds running the same game. you must transfer the pokemon to the other game, then switch save file then transfer the pokemon back.
I can save the file in DS not in game cartige so i could save it.

You can transfer game saves from one memory card to another by putting the two memory cards you need (the one with the save files, the one you want to transfer to). Make sure your disc is empty, and then go to the browser in the menu. There, go into the memory card with the save file, find said save file, choose "copy" and it should give you an option to transfer to your other memory card. Hope this helped.

The only way to get the three starter Pokemon on the same save file is to transfer the starter from one file to another game. Then start another file choosing another starter and transfer it over. Then start the third file (after deleting the other ones) and choose the starter you hadn't got yet then transfer the other starters that you had on whichever game.
That depends on where the save file was located. If it was somewhere in your personal documents, it's possible that the save file still works
