Here is the deal, PayPal is a payment aggregator. They process credit and bank transactions. It is not legal for an aggregator to process payments from other aggregators pending certain conditions due to money laundering laws. They are a bunch of sites that pop up that are willing to do so for a fee, but only are around temporarily because their accounts get flagged quickly by PayPal. The one that is listed above is one of these sites. You might get the money in your account, you might get scammed, but you might also get limited by PayPal. You can call them at you leisure and they might tell you the same if you get someone who knows their stuff. Bottom line, just because a site tells you that they can perform a service does not mean that it is legal. There are still sites which process US transactions for online gambling and this is blantantly illegal. Be carefull, unless you are independently rich.

It is not illegal to connect with someone or an agent, sign an agreement so that you can send them the cash in paypal and they can send the cash in moneybookers account. That is totally legal because people should be using these gateways to send and receive money.

Try an agent at StretchGO.com and you will be able to send money from paypal to Mpesa upon agreement with that agent.

Again like I said, feel free to contact MoneyBookers and Paypal both to see what they say. I will tell you as a fact that Paypal does not allow it as aggregation to aggregation IS illegal in the context of how both of these business processes work mainly because of AML (Anti-Money Laundering laws). I have seen these businesses come and go who are willing to exchange money for a premium until they are struck by the Compliance policies of the company at hand. This is another reason why Paypal is now prohibiting Bitcoin traders from exchanging funds for live money. I will give you a real example, Liberty Reserve is or used to be a notorious online currency trader. It was not uncommon that when conducting a transaction with them their Paypal account was limited and they were scrambling to find another one OR since they had your money you accepted the risk. Google them and you can read about success and many scams. Just because a company is offering a service which relies on other companies DOES NOT make it legal, nor does it make it safe or accepted.
