You can't if you have an other xbox account. I tried already but I can't because I locked myself out of my Xbox cause I didn't remember the password so you have to make a new xbox account and you don't get to have all you're saved data.

No, I do not think this is possible. Plus, I'm sure it would corrupt the data that is the original one for account b and then use account a's Xbox Live data. Not only this, I know it's impossible to have save-data and other stuff used on another account when it's account a's information.

When you activate Xbox live, you will need to activate it on a Xbox profile, there is no way to transfer the membership to another profile. The game saves etc are the same, all progress has been done on that profile, which means even if you did transfer a saved game, the saved file will be corrupt because its not in that profiles name.

You can do this on Xbox.com or you console. For Xbox.com go to my Xbox and click on account. On the Console go to My Xbox and click on your profile and choose profile to update it.
