Yes, that is entirely possible; due to the typical softness of snow, pressure from your foot will simply sink into the terrain and leave an imprint, which fills the pattern of your shoes, and consequently makes tripping more difficult.
However, it is possible that there is ice underneath a thin sheet of snow. Because the snow is already uneven, chances of slipping inadvertently are dangerously high.
It is also possible that the decrease in friction on snow will cause your foot to slide right across the surface; this is especially true if the snow is thick and hardened from slightly warmer temperatures.
