You'll have to run two separate windows OS. Instead, you could change the language of your keyboard each time you want to type in a different language and use Windows in one language.
I use an English Windows, all my programs are in English, but I input text in French and in English. This is partly because my country has those two languages as official language and has a keyboard standard.

Other operating systems should be around the same. Look for language/keyboard settings in the control panel.
