I have never seen a 4 amp fuse, only 3 and 5. The peak power draw and dump is when you switch on and off your TV. Try a 3 amp and if it blows when you turn it on, then no, your particular TV can't use a 3 amp fuse. Don't worry about this test, it shouldn't damage the TV and fuses cost so little.

It is generally not a good idea to use a fuse that differs from a manufacturer's guidance. Although using a 5A fuse instead of a 4A may not make a difference, it can be enough to reduce the protection of a television in the case of a fault condition.

Always use a direct replacement and know you have the right protection.
