You can use a Cap card with any PC as long as it has the right drivers. Drivers are usually already preloaded on your PC, or your Cap card may have came with a CD with the Drivers on it.

No you need the CD to do everything Whoever left the last answer is incorrect. You can use VLC media player to view/stream/capture from a dazzle capture card. Open VLC, click on media, open capture device. Select dazzle from the drop down menu's. Then select how you want to stream/record/view .etc It is more than likely that other programs can do this too, but most of the time it isn't worth it as the picture quality is far from amazing, and there is normally a small amount of lag.
