Assuming a cotton bud is like a cotton ball? I would say definitely not on the inside, and likely not advisable on the outside either.

use boiled, cooled water and make a strong solution with rock salt. use a cotton bud and carefully wash around both sides of the piercing. dry with a clean cotton bud then using another cotton bud wipe some 5% tea tree oil around the piercing, leave it for a few (no more than 5) minutes then wipe off the oil using more of the salt water and yet another cotton bud. do this twice a day (more if the piercing is red, sore or inflammed) for 6 weeks. if you get any problems go and see your doctor immediately!
