Yes. The 7A power supply is the maximum amount of current available, it is not the same as the amount that is actually used by the laptop. This is like asking could you use a firehose for a drink of water. Yes, it would allow you to take more than a cup, but you could still take just a cup.

No problem whatsoever. As long as Voltage is the same and the supply Amps is greater than the laptop's Amps, all will be well. The Voltage will be supplied no matter what your laptop needs, creating an overload if the supply is greater than the demand. The Amperage will vary automatically depending on your laptop's need. There would be a problem if you used a 19V 2A power supply.

Why are Power supplys for laptops 19v instead of 12v?
This is due to the fact that the Li-ion needs to be charged while the computer is running. The charger will input a higher voltage to charge the battery while the 19v is pushed through a buck converter on the motherboard that outputs a regulated 12v to power the motherboard. This is neccessary to efficiently charge you laptop battery.

I have fried a motherboard's power distribution sector by doing this. but i had a backup laptop of the same make/model so it didn't bother me. it lasted about 6 months after i initially/deliberately used the other power supply. if its a small difference the life span wont be drastically effected. if the power supply has too little current it will need to work harder shortening the power supplies life span. using the correct power supply will save a lot of time and hassle.
