It will depend on the design of the product. In most cases you will be able to use the PDA functionality when you do not have network service or out of coverage area. Some smart phones will not start/boot unless you do not have a SIM card from the service provider inserted in the phone.

There are no Smartphone PDAs. You either buy a smartphone or a PDA but you can't have both at the same time. Having to choose a smartphone would in most cases be the better choice.
