I had it before I got my smartphone, and didnt have a data plan. The only internet I had was when I could use wifi. The internet was actually blocked from my phone, so I'm pretty sure its a definite no.
Depends what plan you have for it. It surely does have Wi-Fi which means that you can connect to a wireless network and use internet there but if you have a 3g data plan you can use it's internet too. Keep in mind using too much data can raise your bill up pretty high.
