There is no such thing as a d.c. transformer; all Transformers work on a.c.
So, what you are probably referring to is a power supply: the type of thing you would use, for example, to run a small radio or to charge a battery.
In that case, no, you cannot plug a a.c. appliance into a power supply that has a d.c. output.

∙ 14y agoAC volts are given as the rms value of a sinusoidal signal. The rms value of an AC signal is defined as the peak AC value divided by 0.707. A DC voltage is constant so the DC value is obviously the average value.
Insulation rating needs to take into account the peak AC voltages. The heating effect (read power) delivered by an AC source is given by rms voltage multiplied by average current. The DC power is given by average voltage multiplied by average current.
