I just spoke with someone from Rustoleum about this. Their brand of dry erase paint will not work over magnetic paint because they say the dry erase paint will not adhere to the magnetic paint.
Generally speaking, yes.
As long as both paints are the same base (latex, acrylic, oil), if they are different bases, you can paint an oil base over a water base, but not the other way around.
It will help if you very lightly sand the magnetic paint before you add the chalkboard paint.
Enamel gives much too smooth a finish (surface) to get the desired effect when used as a chalk board. Chalk boards are much like fine sand paper in that they remove material when the chalk sticks are drawn against it. So, latex enamel paint by itself will not work. However, if you are attempting to make your own chalk board you might want to try what is called traffic paint. Any major paint store will have packets of fine sand you add to paint to keep people from slipping on smooth surfaces. Try adding different amounts until you come up with a surface that can be used like a chalk board. Good luck!
(Added) Another option is to use an oil base primer as a chalkboard paint. It can be made in any color and you don't have to add anything to it. Give it two weeks to fully harden then season the surface with chalk prior to using it.
The magnetically attractive particles cannot actually dissolve in the paint but rather are simply mixed into the paint and are held in suspension in the paint. These microscopic particles will render a fine texture to the wall when dry which is unavoidable with any magnetic paint.

I don't know if this will work on piano keys, but dry erase markers erase permanent marker on white boards. Write over the mark, then erase the dry erase. If the dry erase doesn't come off the piano keys easily, use alcohol.
