Yes Xbox and the Xbox 360 both have DVD Drives that can play DVD movies. Also the xbox 360 Elite has an option HD-DVD drive you can purchase but since HD-DVD is no longer being produced it's pointless to buy it.
Yes in fact, it does. I own an Xbox360 and DVDs seem to work on there fine for me. The only problem I face is that it doesn't work well with my surround sound speakers. That might different for other people, of course.
If you're looking for an HD Blu-Ray disc player, then go for the PS3, but I don't think it's worth it to pay the extra money.
