Xbox360 Arcade only comes with out of the box with internal memory. There is no hard drive. If you want to transfer profile data and achievements you need to have a xboxlive account on the original xbox and recover the profile on the new elite.
If you have purchased a hard drive for the arcade you can still transfer the data to the elite. Here is a helpful link:

I know this because I had my elite since the day it came out and the disc reader went out last year and i got a arcade. I placed my hard drive from my elite on it and I have a arcade with the hard drive from the elite.

Definantly go with the pro.All xboxs out there to buy brand new now are exacltly the same the only thing different between say the elite and the arcade is what you get with it, if you where to buy the elite you would not get a hard drive and the extra cable to let you play online, but with bthe elite ( the most expensive model) you geta bigger hardrive and so on. my first xbox broke, so i bought the arcade, attached all the parts from my old one, like the hardrive ( you dont need to know what you are doing to do this they all just click on and off)

You don't need live to save games to the hard drive the game will simply ask you to create a new games save and off you go. If you have a memory card too the game will give you a choice of which device to save your game on.
Well there are a few major differences between the two. Most importantly the elite comes with a 120gigabyte hard drive where the arcade does not include one. Other then that it comes down to how basic you want to go with the arcade you will get the most basic setup, minus the hard drive. But for the money you are better off going with the Elite, it will actually save you money down the line.
