Yes, you can use an existing save file on a new GBA ROM as long as they share the same title and are for the same game.
Yes, you can insert a Ruby ROM into the GBA slot of the No$GBA emulator. To do this, open No$GBA, go to the options for the GBA settings, and then load the Ruby ROM file. Ensure that you have the correct file format and that No$GBA is configured properly to emulate GBA games.

No, but you can go to romulation.net and search for a flipnote.nds (rom file) and then download it. But inorder to use the rom file you must download a no$gba emulator or a DeSmuMe emulator and then open the rom file from there. Best of wishes to you to get to play around with flipnote on your PC. *If you have a Macintosh or Linux computer, you may google or yahoo search "flipnote .nds rom for mac" and "DesSmuMe emulator for mac" [or] "no$gba emulator for mac" or "flipnote .nds rom for linux" and "DeSmuMe emulator for Linux" and "no$gba emulator for linux".
The only way that I know of is to check in the ROM file name (if it has (U) in it, it would be USA, and (J) for Japan).
To open a saved file in DeSmuME, first launch the emulator and load your game ROM by selecting "File" > "Open ROM" and navigating to your ROM file. Once the game is running, click on "File" again, then select "Load State" to choose your saved state file, which typically has a .dsv extension. If you’re using save files in the form of battery saves, ensure you have the correct save file in the same directory as the ROM with the appropriate naming convention. After loading the save, you should be able to resume your gameplay from where you left off.
turn it off, take the GBA game out and make sure Pokemon platinum is in. Turn it on and select Pokemon platinum and - VOILA! it starts.
You can't.
copy the Pokemon ROM file, go to no$gba and find the battery file, then paste the Pokemon game into the battery file. start the game like you normally would then save like you normally would then start it back up again and bam! it should be right there. this works for every Pokemon game.
go to doperoms.com and search for the game you want to download then extract the file using winrar and you have a gba rom!
you download the randomizer, download an emerald ROM and an GBA emulator for mac, then you run the randomizer and go to File, Open, then select the emerald ROM, set the settings you want, and then file, save as. Play the new ROM you made with your emulator and you'll be good to go.
download a Pokemon gba ROM and no$gba
To play it, all you have to do is on the emulator, go to file > open > choose your ROM (Gold) and start playing. If you have VBA, you can choose your controls from Options> Joypad > Configure > 1.
