Simply place the dishpan on a turntable (a flat platform that is mounted to a shaft and is able to turn on bearings), connect a pulley to the shaft of the turntable and connect a belt to a motor that will turn the turntable... then the dishpan will turn.

If you mean for drinking water then, NO WAY! you can't drink bleach. You can use old water for almost everything. There is no real need to put bleach in water.
