Yes. Easy as cornstarch. You can add it at the beginning, in a pot with butter, margarine, water or broth, or you can add it at the end by combining the flour with cold water and pouring it in slowly.

Depends what one is cooking. If you are thickening a broth and do not have any corn starch one may mix some flour with water, stir well and pour it into the simmering broth. It will thicken the broth, but the broth will not be clear as if you had used corn starch.
