Craft glitter is completely different from the glitter used in approved "glitter makeup" and should never be used near the eyes.

A substitute for an eyeshadow base or primer is hard to find but what ive found what works well is either a regular face moisturizer/lotion or chap stick. A moisturizer/lotion works good for powder eyeshadow, while chapstick works better with cream eyeshadow or glitter.
