A substitute for an eyeshadow base or primer is hard to find but what ive found what works well is either a regular face moisturizer/lotion or chap stick. A moisturizer/lotion works good for powder eyeshadow, while chapstick works better with cream eyeshadow or glitter. Remember watever you use rub it in evenly all over your lids!! :) hope i could help!!

Pigments have MANY uses. You can press them into normal eyeshadow, which there are many tutorials of online, or depending on the color, you can use them as blush, eyeshadow, or highlight.
What do you use as a base on your eyes before wearing eyeshadow?
I usually use my foundation, it helps the eyeshadow grip onto your eyelid making it last longer. You can also use a face primer which is meant to go under make-up. To make your eyeshadow hold longer I recommend closing your eyes covering your forehead and spraying your eyes LIGHTLY lol with hairspray. It works like a dream and is extremely practical.

Cream eyeshadow is an eyeshadow that is in a cream form. It is nice base for powder eyeshadow or it can wear alone by itself if that cream eyeshadow doesn't crease or fade. You can use your finger or flat synthetic brush to apply it. I recommend MAC paint pot and Maybelline 24 hour tattoo cream eyeshadow.
Does the eyeshadow base go before the eyeshadow primer?
Shadow base would go on first. If you are using a shadow base, you should not need an eyeshadow primer. They are basically the same product. The only exception I can think of is if you are using the MAC spray primer. If that is the case, you would put on your shadow base, spray the primer on your shadow brush, put the shadow on your brush & apply.
