There are a couple of ways.
The first way is to buy the right shade to start out with. I think everyone who's ever bought makeup has gotten the wrong shade or found out there's no such thing as the "right shade," though, so try these things...

Yes you can but I wouldn't suggest it. If it is a good foundation with lots of pigment in it then it can look natural, just make you look paler. If you want to look pale then it should be fine.
Get a setting powder that's one shade darker, or a bronzer. :D
Mix it with some liquid bronzer (like Revlon's Age Defying Illuminator) if you have some. If you don't, use a darker powder or bronzer over it to make it look darker.
Use a lighter coloured foundation than your skin tone.
use a dark bronzer to make it look darker ✌
try a foundation/ concealer that is one tone lighter than your normal skin tone. unless you are hispanic/ African American.
== Lighter, just opinion. == A darker foundation or "base" would work better. Do a quick drawing and check it out if you can't visualize it. From the ground up, it gets lighter, and that's a more "natural" progression.

Well, foundation doesn't actually make your spots worse. The majority of foundation is to get your face and neck (if you apply it to your neck) shades even. Instead, concealer does the work, concealer is for 'hiding' away blemishes, spots, uneven parts of your face, dark circles... concealer is applied under your foundation. ie: you have dark circles under your eyes, you use a concealer that is a slightly lighter shade than your natural skin tone. And apply it to your dark circles. Then, use foundation to blend it all in. sorry, but I hope this all makes sense
