You can but it is a waste of money. Across the line voltages for small HP motors is low. 5HP motor, 200 V = 17.5 amps, 230 V = 15.2 amps, 460 V = 7.6 amps and 575 V = 6.1 amps. Multiply these amperages by 300% for starting inrush and you see that the current is still not high enough to draw down the line voltage and effect other consumers on the same line.

If the motor is designed to operate on star (wye) then it is fine. If it is designed to operate on delta, then you need to consider that star will present lower operating voltage than delta, and that might damage the motor.Some motors are designed to start on star and run on delta. Usually, this applies to larger motors, and cannot be overlooked. If there are only three wires (ignoring chassis ground), then the motor is intended for delta. If there are only four wires, the the motor is intended for star. If there are six wires, then the motor is intended for star-delta. Of course, the starter controls could be integrated with the motor, so it is best to consult the name plate and operate the motor exactly as it was designed.

There has to be device or a mechanism to start and stop a motor. hence a starter is needed. There are many different ways to start a motor. Considering AC Motor - It could be DOL, Star-Delta starters, which are age old and conventional. Star Delta starter starter is for higher rating motors, example over 7.5 kw, depending upon type of load. There are more advanced starters like Soft starters and Drives also.
