Not always. There are apps made only for the iPad which cannot be installed on the iPod. The iPad can use any iPod app, and can double the screen size to fill the display if necessary. Some apps are sold with two versions. Look for the price tag with the + in the corner to indicate apps that are optimized for both.

If you sync your touch to your computer (in iTunes), your iPad will read those files and sync to them to itself if you specify it in iTunes.......just open up the "apps" tab on top of the iPad window.
