No. The iPod Nano is a separate device for listening to music/watching videos/ect. The iPod Touch and iPhone were made at nearly the same time with similar specs, though the iPhone is not necessarily an iPod Touch phone.
Yes. You set up both of them separate, and when your Nano is plugged in, there is no tab for managing apps, while there is one for your touch, it's no big deal.

The shuffle uses a different kind of charger.
An iPod Shuffle has no screen and it ONLY plays music. The neat thing is that you can talk to it, it's called VoiceOver. The iPod Nano [Current 2011] is the same size, though is has a multi-touch screen and more.
They already did- the Nano 6th generation is about the same size as a shuffle, but with a little touch screen. It is a Nano, but unfortunately it doesn't do any of the fun things that a 5th gen can do such as play videos or games.
