Well, yes and no. Some stock images are free for use by anybody. Most stock images are free for use by any deviantART member. Some stock images are free for use by any deviantART member, but also allow off-deviantART use so long as the stock provider is notified. Lastly, some stock is available only through purchasing, being a contest winner, or having a password to the download. In any case, the terms will be stated in the Artist's Comments.
