No. It is not recommended to use hair dye without the developer or without it's original content. However if you were to use a temporary rinse then a developer isn't needed. If you are using any dyes that are not already ready to go (previously mixed by the manufacturer) then you will need to follow those instructions and mix your developer with the color.

How do you temporarily dye your hair?

Temporary bottle rinse or ready made temporary hair color you apply to your towel dried hair. Step 1. Rinse/Wet hair and then add shampoo, Clean/Massage shampoo in your scalp and then rinse Shampoo out Step 2. Apply Conditioner, comb through, let sit if needed such as deep conditioners. Step 3. Rinse the conditioner out. Step 4. Towel Dry your Hair Step 5. Section hair and detangle as needed. Step 6. Apply Gloves Step 7. Apply Temporary Color, let it sit for about 25 to 30 minutes . Step 8. Rinse the color out with cool water. You can apply more conditioner in case your hair feels hard while rinsing out the temporary rinse. Step 9. You can also apply a leave in conditioner as well. Step 10. Towel dry again/ blow dry Style as usual. Note: There are a lot of different temporary hair colors and some can be applied or sprayed on your hair while it is dry. You add it where you want it then it will wash off with the next shampoo. You can refresh the colors as you like by applying the color as you like to your hair as they last from shampoo to shampoo. With other temporary rinses read the directions on the bottle or tube and follow those directions. Some temporary dyes do not require that you shampoo your hair first.
