I hear that ups deals with mailbox regulations. There is store in my area. It could contain information of that nature within the store. That is what I think of for an action to take.
There are quite a few options for renting a mailbox locally. The most easily found mailbox rental is at your local post office. Other options include The UPS Store, Pak Mail, and Regus.

No. The UPS Store does not deal with deliveries. It is just a retail store. You can ship things FROM it, but unless specified (by package only customer, or you have a mailbox at the store), packages will NOT go to the store. You should go to your UPS Terminal/Warehouse for the package. Usually, UPS drivers will try to deliver your packages 3 times before it is sent back to the sender.
UPS flies cargo. There are few if any that allow passengers except flight personal on transfer.
