No. EBT does not permit cash payment.
If PA EBT cards have similar restrictions to the EBT cards that I am familiar with, there are no restaurants that accept them. Prepared foods are not eligible for EBT payment. If you have a "cash" option on your EBT card, you should be able to use that to pay for prepared food. However, restaurants do not usually take EBT cards. So you can use your EBT card to buy a frozen pizza at a grocery store, but you cannot use it to buy a slice of ready-to-eat pizza. You could pay for the slice of ready-to-eat pizza with the "cash" on your EBT card though, assuming you have any.
go to this site type in your card number and pin and it will have a list of help topics, click on where to use your card. according to the www.ebtedge.com website it says: = Where to use your card = You can use your EBT card for food stamp purchases in all states. You cannot use your card in Puerto Rico. If you are not sure if you can use your card or not, try a balance inquiry before using your card for a food purchase. If you are able to get your balance, you will be able to use your card at that store.
You should be able to. I just moved from South Carolina back to PA and I was able to use my ebt card here.
Yes, go to www.ebt.acs-inc.com. JPMorgan no longer services EBT accounts for Pennsylvania. The link you posted is a scam
Not legally, no. New York and Pennsylvania will only issue drivers licenses or non-drivers licenses to legal residents of their respective states. If you move out of PA, for example, you are no longer eligible for a PA drivers license. If you use a license showing that you live in PA when you actually live in NY, then that is fraud.
