Yes you can place a vinyl wallpaper over and over, but it will not be long lasting.

Wallpaper can be painted over, but it's a BAD IDEA. Sooner or later, the wallpaper will peel. When it does, the paint will be compromised and you'll end up having to refinish the entire wall. It's a much better idea to remove the wallpaper. Then, clean & sand the surface before painting. Anything else will ultimately be a waste of time.

If the wallpaper removal doesn't work, you can try splashing some water on it. Then rip the wall paper off. Another option would be to paint over the wallpaper.

Are you planning to paint over the wallpaper? Make sure there are no loose ends or bubbles in the paper. Latex flat or satin paint will work but you will see the seams in the wallpaper and the paint may cause the paper to lift off the wall. Better to remove the paper first for the best look and most durability. I had to paint over paper and decided to texture the wall first with a skim coat of plaster. Doesn't look bad but a LOT of work!

Will Wallpaper sizing work hanging wallpaper over wallpaperYes, but it has been my experience that you will never be fully happy with the results. I always remove old wallpaper prior to changing to a different wall-covering. It just makes for a better finished job. Note: If you decide to remove the old wallpaper I use white vinegar and warm water applying several coats, after removing as much of the "easily" removed loose paper.
