There is no written convention prohibiting the wearing of a Junior ROTC medal to either a civil or military funeral.

However, if the funeral is civil, it may be important to consider how the survivors feel about any aspect of the military. Whilst you may be wearing the medal with pride, it's possible that the family feel hostile towards the military for the loss of their loved one.

This may be rare, but it weighs consideration. However, if the individual has been part of a military life and there will be numerous military members attending the funeral, particularly if they're planning on wearing their 'colours,' then there should be no problem.

If in any doubt, it's never in appropriate to make a simple and polite phone call to the family, expressing your condolences and asking whether they would take any offence to you wearing your medal as a sign of respect to the deceased.

Sadly, the reality is that the bereaved may not notice very much on the day of the funeral, as they will be embraced in their loss.

Yes, you can, if you want. There is no restrictions imposed by Naval or any civil authority. It is yours to wear and the choice of wearing it as totally your discretion.
