A tie on a short sleeve shirt does not look good. It would be a fashion faux paux.
Normally the vest looks better with a colour coordinated long sleeve shirt. But, if its really warm out a short sleeve shirt will do. Its all in your opinion.

As long as it is the summer season you can wear deltas when ever you want. If it's winter months you wear dress blue Charlies which is the long sleeve kaki shirt and tie

A half-zip sweater can be worn with a dress shirt, an oxford or a plain tee. Wear a tie with your shirt to dress it up the half-zip.
Unless otherwise specified as a black tie formal event(or white tie) what you propose would be perfectly acceptable.
yea i think that's fine. If its button down with a collar that should be good and the tie adds a nice touch of sophistication. Just make sure the colors match :) do not wear a red shirt with a yellow tie for example.
