Cats have amazing hearing and can hear you when you are talking. However, they cannot understand what you're saying. They are more likely to respond to inflections in your voice, e.g. if you are angry or sad. Cats only tend to meow around humans or when they want human attention.

Cats have great hearing but I think a mile is a bit far for a cat to hear. I haven't found anything that says that a cat can hear it a mile away.
