yes it can some how, mine just did it awhile ago, its an old cell phone of mine and i havent used it for years, and it just randomly starts ringing sometimes, even without the SIM card in it, while its turned off.

I think it depends on the phone company. AT&T, Verizon, and I think T-Mobile for example will not ring if the phone is dead, however I have had some friends with other companies (some outside the US) that I think do ring, because they claim its dead but I still hear a ring.

Um... If your phone is dead than it shouldnt ring at all. If you mean out of battery but still ON, than it should still ring, unless the volume is OFF. So you may have to adjust your volume when your phone is about to die.
If a cell phone has call waiting then it will ring for a few times and then go to voicemail, sometimes there will be a busy signal, other times it will take you straight to voicemail. It just depends on if the cell phone has call waiting and how busy their number is. If there are more than one person trying to call a number at the same time you will most likely get a busy signal. If a cell phone is turned off or dead it will go straight to voicemail until it gets turned back. The cell phone will have no record of the phone call in their phone log unless a voicemail was left.
