yes, it is a violation of Homeland Security laws if someone uses your address without permission, because your address is a very personal and private thing, and must be asked for permission to use it, because once in the hands of someone else, it can travel anywhere and who knows who could then know your address. Some jurisdictions may actually not have any laws that cover such deeds, but most countries and jurisdictions have laws that get you in trouble if you access someone's personal account and modify it without their permission - even if it's just changing their picture. It doesn't matter if it is in gmail or MS Outlook - or some other account. It may not get you in as much trouble as compromising the confidentiality of their account by reading their emails, but you have still attacked the integrity of their account.

This act is VERY illegal. Much like reading someone's actual mail (although reading someone's mail is more illegal than an email it is still severely punishable) it is the federal law to not rubberneck into someone's emails. There is a bit of a turn side though, you can STILL get in deep trouble if you are a spouse of the one's emails your reading if he or she decides to bring you to court. If he/she did not give you permission to read these emails, then that is against the federal law. Your penalty may be facing a few years in jail and a huge fine. And you can't forget if he/she wants to press charges on you for rubbernecking as well. Now, if it were your daughter or son, then this law is violated due to the matter of this being your child.
